Federal OSHA, Washington, Oregon and Alaska require specific levels of training for personnel responding to spills of hazardous substances. Petroleum products are considered hazardous substances. Employers must meet the requirements found in OSHA 29 CFR 1910.120 "RESPONSE TO HAZARDOUS SUBSTANCE RELEASE," or the State equivalent.

Provide 40 hours of training (relative to the response level) for management, vessel crews and facility employees who will respond to and/or be involved with spill cleanups. |

Provide 8 hours of refresher training. |
Paulsen Environmental Services has provided a variety of training to oil companies, construction firms, marine transportation and fishing companies in the Pacific Northwest and Alaska. These HAZWOPER training sessions include Safety and Spill Response Training. Paulsen & Associates has been conducting this training since 1982. Mr. Paulsen has been conducting Tankerman and Response trainings since 1975.

40-HOUR HAZARDOUS MATERIAL SPECIALIST: Required for all personnel that are involved in a Post-Emergency response to oil spills. The duties of the specialist require a more directed or specific knowledge of the various substances that they may be called upon to contain. |

24-HOUR HAZARDOUS MATERIAL TECHNICIAN: Required for all personnel that could come into contact with a spill as part of the emergency response with intentions of stopping and containing the flow. |

8-HOUR INCIDENT COMMAND: Required for managers and supervisors. The 24-HOUR or 40-HOUR training described above is a prerequisite for Incident Command training. |

8-HOUR ANNUAL REFRESHER TRAINING: Required for personnel who have previously received the required OSHA-level training. If personnel do not take the Annual Refresher Training within 30 days of the one year anniversary date, the law requires that personnel REPEAT the 24-HOUR Training. |

8-HOUR FIRST RESPONDER TRAINING: Required for personnel who have the potential to be involved in early portions of spill identification and response. Primary functions of these persons would be witnessing the spill and making appropriate response to authorities. Other functions would include assurance of personnel safety, logistics and support functions. |
